So now the library situation is no conflict or issue at all? It seems that what you're really trying to discourage is people making your life harder, which is perhaps why you said using the library computers was a bannable offence?
I get that the rules are important and that this is probably a thorny issue to work out from your side, but please try not to contradict yourself or confuse players.
On the two other sites I play, one is fairly lax ("report multiple users if you find out who they are") because there's so many people and it is difficult to keep tabs on them all. The other site goes down your "ban first, ask questions later" route. They recently banned a friend of mine because one of his young three sons, who also played the game, mistakenly created an IP conflict (like they're thinking about IP conflicts!). Basically, the response he got when he told people was, "Oh, yeah, you're done in this game, they never let people back." He had to send photos of his children to the mods to get his account back, and it's extremely rare for them to let people back in. The game has dramatically lost players since 18 months ago when I stopped playing it for a bit, in part because of that sort of attitude.
