Well, to me, this seems unnecessarily draconian. In the past twelve hours, my computer has been through 4 different IP addresses. In 12 hours. What is it that I'm to be held accountable for? The fact that that the place that I live controls my internet connection and there is no possible way for me to obtain a static IP or put in my own internet connection in their building. Account, yes--you're responsible for not giving other people your password, etc. Well within your control. Your own computer, yes--you're responsible for not letting other people use it. Again, well within your control. The massive university-wide internet system (and 96% of students live in dorms at my university), no. Not at all in my control, in fact. How can I be responsible for that? "Oh, well, if it does that and we auto-ban you, well, sucks to be you, doesn't it?" seems pretty rough.
