It's not 'rare'. Infrequent, perhaps, but at least once a month I am locked out of using the internet on my computer because the IP address it has assigned me has been randomly assigned to someone else's machine; I have to wait until they stop using the internet to get back on, which usually takes several hours, and during that time there is nothing I can do to get back online with my machine. I know that this happens to lots of other people, too. (There are perhaps over 5,000 machines at any one time trying to use in the university's wireless, I'd reckon.)
