I think I would allow something like a one-week grace period for multiple users once it becomes apparent that's what is going on. That way, they would have to either apply or receive a warning, ban, or whatever the mods deem suitable.
As for the rules, I think the "harshness" is the result of frustration with those who are rule breakers. I am pleased to see that replying to bad posts is not allowed, and the rule is clear and concise.
