Just a suggestion here, that new users might be more likely to read the rules etc if you were to move this section of the forum so that it appears right at the top of the Forum page, maybe even create a "New Users Please Start Here" section or similar, and put the rules, FAQ, etc within it. I know that a lot of people probably still wouldn't bother to read the rules anyway, because of the laziness factor of "why should I go looking for the answer, when I can just start a thread and ask the question?", but it might go some way to helping?
EDIT - Another possibility (why do I always think of things a split second after hitting "post" *lol*) would be to mail a copy of the rules to new users, along with the welcome message that you already send out :-)
