First of all, it's not my responsibility for your computers and what your friends do on your computers or your family members. That is YOUR responsibility. Of course if someone gets banned by mistake, they're free to contact me and we'll resolve the issue.
This rule is there so that cheaters don't create double accounts on here. It wouldn't be fair to the decent players.
As for different languages, we wouldn't be able to function if people started speaking other languages. I'm a Croat myself and I can assure you that 99% people would haven't a clue what I'm talking about if started putting my language.
These are all mostly normal rules that apply on most forums btw. And a warning isn't much really and issuing them isn't racist at all.
